I've found that *usually* the error type is typically what drives the price more, rather than the country.. but sure, if a Canada error type is more rare than a US type then its price could go higher. Depending on Canada Mint Quality Control, errors may make it out less frequently than other countries. I haven't seen evidence either way and would love to see data on it.
It looks like these errors are pretty rare to begin with, so the fact this one hails from Canada may not matter too much. Not enough auctions to draw any kind of conclusion on that, though.
