64 Penny With Die Shift?

The denticles on the obverse of this penny seem to be quite strange, and there is some heavy doubling on some of the letters. The error on the denticles gets worse as it gets towards the top, then starts to get better as it makes its way around. It looks like the strike on the obverse was off center a bit... die shift?

That's what it looks like, a die shift on the denticles, but some of the letters don't seem to have shifted like they should. Any Experts?

yes that what it is ,i have a 1943 that has the same effect but only the 3 is shifted along with denticles,,not sure how this happens its a cool error
