If it's the marks indicated that you are asking about, they are caused by impact from other coins when they are ejected from the coin press. Pretty common occurrence.

Nevol, those dots your arrows point to are indeed part of the colouring process, common to most colourised Canadian coins.
"Dipping" is not considered cleaning...

This came up a couple times last year.
If I remember rightly it's an acrylic strip placed over the cloth to keep colors bright and protect it till it reaches it's destination, eventually it wears off.
