my theory on this coin
in order to make the 2000 50c in colour coin the inner flag would have had to been wider. as you need some extra width and depth for the enamel in the colour coins from the proof set so would these be left over coins from the colour stage

Funnily enough I had that same theory a couple of years ago as well.
The proof coin has NO design on the flag and is simply pad printed.

The incused design was supposed to have been incorporated into the Mint sets but that was axed, They simply used the die in the circulation run instead of just scrapping it.

No, it's just that I would''ve bid on that coin.

But I don't know the difference between APCGS and PCGS. I figured that if it's slabbed, then that's a guarantee that its MS or whatever.

It would be easy for someone to dupe me with a coin because I don't have any experience of what to look for.

No slab is a guarantee of a grade, not even a respectable TPG like PCGS. Grading is a very subjective art. The same coin will often get a different grade with another TPG and sometimes even a different grade when resubmitted to the same TPG. Even the respectable TPGs make mistakes. I've seen fakes that have been slabbed, cleaned coins that have been slabbed and even the wrong dated coin in a slab. Its the reason I think it is insane that people will spend thousands of dollars just for 1 extra sheldon grading point.

Sorry brett if that sounds a bit overwhelming. Respectable TPGs like NGC and PCGS are usually pretty good, and if you start at the lower end of the market any mistakes you make won't be too expensive and you will learn to pick the good coins from the bad.

brett5091, the difference between PCGS and "APCGS" is that PCGS is known all over the world. This company calling themselves "APCGS" seems to be well-known in Port Macquarie and a facebook group.
