no, it would not make a flawless grade there are disturbances in the mirrors on both sides go to auction archives on HA and look at PR69 in high res super zoom and you'll see what a near flawless proof looks like and you'll quickly discern why there are only 24 graded at that level by PCGS versus thousands between all of the other PR grade levels
i cannot say with any finite accuracy using these photos. I'm sure that within a point or two its somewhere in the PR63 to PR66 vicinity. Your lighting is too hot and creating lots of washout. Use your smartphone or tablet, put it on a counter (cotton towel first of course) and stand on a chair overhead and zoom in and play around. Use regular room lighting in your kitchen or something. Mess about and you'll get some better pics with less impeding light creating all that bright white washout and not allowing the surface to show its silver color.
