1938 Jefferson - What Do You Think? (PCGS)

I think I'm seeing the "orange peel" effect, esp. on the reverse over the dome. If so that's a sign that it was struck with a late-state die (and could account for the lack of steps). Colonnaded porch or entrance to a structure, or a covered walkway supported by regularly spaced columns.
