The time you've waited is probably long enough to warrant opening up a case on ebay.
I just want to offer one counter-point however.
I know from personal experience that if the seller refunds your money directly and not through resolution, and if the package eventually shows up, then you still keep the money...unless you decide to give the seller a personal gift. I also know that almost every package eventually shows up, even if after a long time. It's because of this that I always escalate every such case on ebay. It's not to be mean, it's to prevent people from acting without ethics.
I believe I have escalated 4 such cases on ebay. Lost all 4 initially of course as expected. 3 of the packages actually showed up. The buyer's then lost "appeals" and all their accounts were red flagged and I believe one was sanctioned (probably because of a repeat incidence). The 4th stayed on my record, but it's statistically worth the risk.
It's a flaw with the ebay system. It basically creates a situation where either the buyer or seller gets a raw deal from customer service although it's all USPS's fault.
