It sure could pass for a Snow-3 thanks to Oih pointing this out. As for the 8, I don't see any action on the NGC example either.

Can you explain that to me basically fora begginer? I have just started collecting IHC. Can you officially say that about my coin or is it up for debate? In another thread I think there were some opinions.I'd like to know more but my local coin guy doesn't seem to look at that stuff. Is it the little thing in the 4 of the 1864 that is visible on both coins? I wanna get this coin slabbed. How would I get them to look into that stuff.

Jon, check out the link above where I mentioned it and compare the "4" on your coin versus Rick Snow's coin, primarily the lower portion of the "4".
If you were to get this one slabbed, it would not be recognized/attributed as a Snow variety, unless you send it to ANACS, since it is not recognized by PCGS or NGC...yet.
