just curious what happens differently for a coin to have cameo / heavy cameo

like a normal year of coins how can many be normal and some have cameo what happens differently?

I like your question...I will guess some, but hopefull we get more to post..Say mint has a proof die and is making proof coins which by definition is UltraHeavyCameo(Striking twice and all that jazz)..Now they stop, and keep making coins with die- how about I guess the next 100 coins are Ultra-next 100 after are Heavy- next 100after are Cameo...Short answer is with a good die..
