First off I realize the pic is not the best but it is the best I could do with the equipment I have. I want to know if you think this coin was dipped. If so how does it change the value? I purchased a small collection from someone and this was marked EF40 also. Any thoughts would be appreciated.

Really hard to tell from those pictures... Do you see any surface hairlines?

Well those wouldn't be surface hairlines if there was only one, likely a scratch. Pictures aren't great but if I had to guess I would say Cleaned or Polished rather than dipped.

With pics like that you'd probably get about $20. Can't tell how much you'd get with better pics because your pics aren't good enough to properly assess the coin. When selling online good pics=good return.
"Dipping" is not considered cleaning...
