This would have been the top planchet. And its diameter is apparently no greater than that of a normal dime. Perhaps it was stuck inside a smooth-faced collar, but if so, it would almost certainly be an inside job. That would probably increase its value. In any case, the coin should be sent to PCGS.

Thank you all so much for your help. I will certainly keep you all posted once I hear back from PCGS. One last question what should I put down for insurance purpose when I send this in? I have no idea if real what the value range would be.

Well Amida posted one from Heritage that went 11,500 so that might be a good measuring stick. The guy that bought the double tails needs this one lol !

Just a follow up to keep people posted. Sorry for the delay kind of was put on back burner for a bit. I became a member of PCGS and sent coin in to them registered insured mail for 10k. It left post office on 7/16/14 now the waiting game. Do I need to wait for coin to arrive back to me in mail to know? Or will they email me once grading is complete? Or can I search on the site for updates?

Just a quick update to all those that have helped and are waiting to hear the news as am I. It is now on day 22 (business days) since they have it had. They say 25-35 business day turnaround. In the home stretch hope to hear something soon. Thank you all again for all your help and support. You all have been amazing!
