I believe it's being sold by a CCF member. CCCS has been certifying a lot of previously unknown Overdate varieties lately, but I do see the tip of the seven in the top right corner of the 8. See page 28 of the 2014 Charlton Standard Catalogue CANADIAN COINS Volume 1. Die steel and die preparation was too costly to just discard a good unused die from a previous year (s).
