I found this 1955 Wheat penny with what appears that the nine was cut on top. What couses this?

Ummm, I don't think he is asking if this is PMD, necessarily, rather what causes it. I've seen damage like this before, but usually on the outside number. I THINK it is from either a counting machine or possibly from an old penny candy machine where it got caught in the rotating assembly.

It is next to impossible to know how it was caused. I don't think it's from a counting or gum ball type machine.
