I'd say VF30 or EF40. But polished I think

..VF for sure ..and never an EF.

....blow up the date and see if any of the numerals are doubled or another #/#..

..and look at the "O" in VICTORIA...nice .Eh..

..and the "C" in CANADA is probably doubled at the top..
