There are 2 possibilities.
1:The dot is a pit ( Cud) on the working die that struck the coin. If it is then it is just a minor error and of little value as numerous dies also have assorted minor errors.
2: The dot is just a bubble of oxidized metal. As your penny is in poor condition and looks like it was found in the dirt I would err on the side of this option.
If it is option 1 then a search through quantities of the same year/mint will likely reveal more examples. Noodling takes time and patience (but I enjoy it) and I have found that over half of the 43I pennies have at least one minor die error.
