Well that's an interesting way to grade a coin!

Looks MS RD from here (obv could be AU or roll/cabinet MS), but I wouldn't feel prudent to give you any more specific a grade without larger pictures.

I don't think it was cleaned. 63RD may go 64 but need better pics
