I can't find anything on this, any references please. The bottom of the second nine has two small lines.

I am no expert, but from your pics and my eye, it looks like Machine Doubling to me. Nice die crack though

Looks like coin contact on the tops of the devices and a die crack by the mint mark. But I'm not seeing hub doubling on your coin. Sorry
