I agree with T-BOP, a complete set of LWCs does not need a 1922 plain. If you include this error coin then where do you stop?

I agree, as cool as the 1922 Plain is, it doesn't belong in a collection of regularly issued coins. Just like 1955 and 1972 double dies don't belong.

The way I see it, folders were meant to be used with coins you find in circulation. A regular issue goes out there for all the world to see and is meant to be touched and collected. If you look reasonably hard enough, you will come in contact with any and all regular issues.

An error/variety (whatever you want to call it) is a fluke, a mistake, and as such is not meant to be represented in a regular-issue collection. And since its mintage is usually very small and also unknown, it is not meant to be picked up by anyone, because by its very nature it may be impossible to find--and thus should not have a hole.

I believe it is based on popular demand. If that is the case, it was popular at the time and kept to avoid having to realign all of the holes.
