Ok so I looked at this quarter at so many different angles and compared them to a handful of other rhode island quarters, and pics online. I also went back to john Wexler's page for assistance on this. I can't seem to figure out if this is a error coin, error in the design or in the making of the coin itself. Let me explain and bear with me please. At first I thought it might be a doubling, since it is not shelf like and flat like the other md's that were confirmed on here. Then I checked to see if it is the design, I checked all the others but nothing like this on the others. I thought it was another beam holding up the bridge in the background that was suppose to be in the detail, but that would mean that all the other quarters would be missing that detail. maybe a die break? Also appears to be a die break on the left side of the bridge.
5th picture down looks like a die chip yes . As for the supposed second sail I'm trying to find a coin I can compare it to because I'mnot familiar with that coin.
As for the other item....can you post a photo of the whole reverse? An obverse wouldn't hurt, either. Sometimes the experts can see stuff that gets past the rest of us.
