So I've had a couple of exchanges with NGC including a call from a senior grader. As promised, some key points from the conversation.

1. NGC will attribute the full range of "details" at any grade including "poor" where applicable.
2. Understanding the years of heavy circulation and wear, they acknowledge that there might be some leniency with respect to certain "details" at lower grade levels so as not to "kill" coins at those grades. I understood that to mean that if the coin has been recently and harshly cleaned to the point of extremely obvious, then it would "detail" without fail. The rest would be a judgement call on severity and appeal. Other details that permanently damage or alter the coin such as "whizzing", "altered surfaces" would be non negotiable.

I would think that the original OP coin posted here would fall in that borderline discretion category.
