Look like a brokerage Coin. Struck first without the collar and then struck through another Cent that was stuck on the upper die. You can see the enlarged letters from ONE CENT on the obverse enlarged. Interesting coin. I don't know if I explained it right or not. First time I've seen one like this. I would probably have it slabbed. Interesting......
I beleive that it is called a broadstruck partial brockage aka "mushroom error". Notice the incuse ONE CENT on the indent- that was made by another coin being struck together with this one. Very nice
I would suggest an airtite with a foam ring. You would obviously have to measure the diameter of your error to get the proper size but the foam ring should hold it in place.
