Seems to be a partial collar to me, nice one! By the way, in your first and second images the edge you were trying to show was a bit blurry since the camera was focusing on the face of the coin - might want to move the camera/coin back a bit.

The rim looks altered. Note the roundness of the rim on the obverse is not normal. It looks altered. PSD from what I can see.

I do not see any indication of a partial collar strike. The first two photos are of two stacked coins, not a railroad rim on a single coin. Based on the single obverse photo, it appears to be a coin with a damaged rim.

Is that really 2 coins stacked in the first 2 pics? I do see the damage on obverse rim-hey can you add a full pic of the reverse?

Coop noticed the roundness of the rim. This might add some thickness on the edge? I think more pictures with good focus on that edge and not black and white would help. Also, if it's Two Cents then what was the original poster trying to show us is the suspected error?

It's not inconceivable. Then, though, you have to start thinking about partial-collar processes and what the remaining rim should look like since the larger diameter would be out-of-collar. If he comes back and says it's a single coin, we gotta rethink.
