It was definitely minted in Philadelphia so no proof. I can't really comment on the state of the obverse. It looks like almost like someone plated it but its hard to tell from the picture. Maybe something ended up polishing it.

The Royal Austalian Mint quite often issues top quality business strikes into circulation.
They look like specimen strikes with polished fields, but they are not,
they are just business strikes struck off fresh dies.
