I only bought one Truman set, it has no booklet.
I wonder what the mint would say if I asked them for one.

I would try calling the mint. Tell them you just noticed your truman didn't have one because your ike did and you didn't know truman did as well. Maybe they still have a few. If not, heck, call ngc. I bet they have a TON of packaging the big boys didn't want back. If that fails here's an auction (only one I found for packing only) with 3 left for $20. Or there are some auctions for the packaging & silver medal for $60 181830902245221853309786

I wonder what the mint would say if I asked them for one. Same happened to me on one set. The mint had none. It wasn't just a "brush off" answer. They actually had someone check and call me back. I did get one from NGC. Just added a note in with my submission and they included it with the return of my OGP.

I bought 5 and the OGP on all 5 was damaged in transit to some degree. I see some on ebay (packaging only) for $20. I may do that for the set I intend to keep.

I bet on the day they release this, there were pamphlets everywhere. They slip out pretty easily. Reminds me of when I had a project to custom flash and repackage 10,000 palm pilots. We had to take the battery door off a few times in the process. Right after we had them all boxed, one of the guys on the line hands me a plastic cup with about 100 battery doors. Whoops.

I am sure they could easily have more booklets printed. Ask again, insist on it!  If all else fails, call your card issuer to dispute the charge (product not as described).

When I had this issue, the only resolution the mint offered was to return the set.

Dispute the charge because of a partial shipment. The issuer could hold payment and insist the Mint make you whole. However, how far they are willing to go to get you a booklet is yet to be determined. Nothing to lose for trying. The company that processes the payment literally has the money within a couple of days. When you file a dispute and are successful, the money is withheld from another deposit for them or taken out of their deposit account. They also get hit with a fine which is typically $20. The fine is designed to encourage businesses to resolve issues with their customers. Regardless, it's an all or nothing thing. You can't dispute part of a charge because who's to say what that part is really worth. The card issuer doesn't want to get in to that sort of debate. You have to be able to prove that you sent it back (so mail without tracking is no good). If you can prove that you sent it back, then they have to give you a refund (or the card issuer will if they don't) provided it was returned in the same condition as received.
BTW, businesses get hit both ways on credit card transactions. Typically they're charged around 3% of the amount. If they issue a refund, they're charged 3% of the refund amount too. The mint is really odd in this regard when it comes to replacements because they issue a refund and then charge your account again. This means that they're getting hit for the 3% (or whatever they actually pay) two additional times versus most other companies which typically receive back the defective item and ship out another (without issuing a credit and another charge).

The CC company will try to mediate and this is how it will go. The mint will state that they offer a full refund for defective products including reimbursement for return shipping. They will not offer or accept any alternative solutions.
All our missing pamphlets are either in the trash or sitting in a big stack on a warehouse supervisors desk. Either way, we won't ever see them.

I've heard of some getting 2 in theirs so it looks like they were just sloppy at the mint
