Looks textbook VG08 to me as well. In this condition, these are cull bin fare in my area, and typically fetch $18-20 as such, but $23 isn't way out of line, and may well be a typical price in your locale.
Since I retired, I've changed my approach. I can't afford to spend much, but I still like to buy old silver. This has has inevitably pushed me to the low-grade end of the scale. I still enjoy it, though. These coins actually circulated and were handled long ago (obviously!). That has some appeal. I like to think of circulated coins as retaining a bit of every person who has handled them.
I agree with VG08. I have been taking the same approach as you. It's cheaper and I enjoy a circulated morgan more than a mint state one (although those can be incredibly beautiful as well.
Another plus is that I can touch and hold a well circulated coin with no fear of decreasing the value.
