dificult question but what I get is that even the experts dont know if its toned and may assign questionable status. is it thus better to not send in toned coins for professional grading? or send them in but if you get questionable status, crack it open and sell as is?

Lower value coins are listed on my ebay store HuguesGervais and more expensive were listed on TCNC recent auction.

Always worth trying to have the coin graded by PCGS as it increase its value and if it come back questionable then yes, you can sell it as is.
ICCS for some reason doesn't validate the toning which mean they will put in their holder no matter what. That's another way to sell a coin that PCGS didn't grade. PCGS are not perfect but they are often right (>95%). When sent to PCGS you can select "not hold" if not graded so these coins will come back in a slip instead of hard plastic that are difficult to cut.
