I would not call it a mint error since the Zincoln planchets are prepared by an outside contractor(Jarden Zinc), it is more of a quality control issue that will cause the coin to degrade over time. The term "mint error" typically denotes desirability and collectibility, zinc zits are anything but desirable

. The US Mint also makes an effort to segregate errors but things like zinc zits, die cracks, and chips are allowed to enter circulation.
