I have mint sets that came without full steps. It appears to be the first thing to wear out on the dies. If you have uncirculated coins and want to sell some, sell the ones without full steps first. The same applies to nickles, with the steps on Monticello.

It is, these are a very fine detail and they wear out quickly not only on the die but also on the hubs. There are some years where full steps are impossible due to wear on the master hub. For most issues, you'll see weakness on in the middle of the steps, usually toward the left side.
