Yup you got it. They are plated to give the appearance of a mint state coin. It's done alot by those companies that put random sets together in plastic slab holders

1959...I wasn't even born then, nor was my father (he was born in the 60's); but he hoarded them & so did his father. I was born in '83 & always kept them (before I considered myself a numismatist) because they were different. I suspect eagle quarters are already traveling the same path.
