It looks shelf like but it also doesn't seem to have reduced the size of the date. Gah, this coin searching stuff is maddening ha ha.

That is a very nice example of Mechanical Doubling. Not a doubled die though.

The master die was showing a lot of wear in 1968, so they created a new master die for the 1969 cents. Thus the devices merge onto the rim on most 1968 cents. The 1968-1972 cents show a lot of machine damage during the strike. Note on the profile and date and mint mark how it reduces the devices there. It is also flat. If it were hub doubling it would be rounded.

It does look doubled, but it was not a doubled die that created it. Like Coop stated, the devices are smaller, not as wide as normal. On a doubled die cent, the devices will be wider and show that they were made twice. On MD, the devices get pushed one direction or sometimes all directions and look doubled. On a doubled die, they are actually doubled. Also, a doubled die won't show the same doubling on the mint mark. The mint marks were punched in after the die was engraved on cents prior to 1990. A doubled die can show MD also, but when that is the only doubling shown, it is not a doubled die. A doubled die will also show split serifs where MD doesn't.
