to my limited understanding to get a ms65 or above a coin needs to have great luster. However when I look on ebay many of the ms65 or higher coins look pretty dull. I see it more often with franklins. Below are a few examples I found by skimming ebay for about 1 min, there are much worse out there.

Did these just tone or were improperly stored after they got slabbed? Are they even still that high grade anymore? I still see people buy this kid of stuff at high prices. Maybe people just buy for the slab grade and not the coin? This has always confused me

The slabbing TPG has determined that the Mint luster is there, just somewhat hidden by toning.
They look through the toning for the fine metal flow lines created during striking.
If present they know the luster would be there if not for the toning.
And, as you said, many collectors pay extra for that, particularly if colorful.

I'm old school and grew up looking for blast white surfaces.
Hence those coins don't appeal to me.

I think your first link is just a horrible picture. It looks grainy and just bad.

The second link to me looks like it toned in all the wrong ways. Franklins to me are hard to grade anyway so I tend to shy away from grading them.

That first one (1949) almost looks cleaned. I wouldn't go $550 for it!

The second one is really ugly. Three people are watching it,though.
Rest in Peace

, yes me too. those Franklins could be toned by many different ways. but rest assured they were toned like that before be slabbed. rightly the owner of the coin is what I call a TONER. these are the kind of coins he likes.
kanga and I ,like speckled FREE original blast white coins .
But the answer to your question ; to find out if the coin is uncirculated, just look past the toning and train your eyes on the devices, and the fields, if you see any wear ,then it's not unc. it will take you awhile to get this down correct .don't get discouraged ,just keep learning.
