What grading service are you using? If I am surprised by the grade, then that is reALly bad.

This coin is in an NNC slab and was graded PR-70 DEEP CAM RED
My guess (as I am just helping to appraise them for my fiance for sale) is that perhaps the coin did not have the spots when it was graded but maybe moisture from a cough or sneeze was on the slab and afterwards the coin was inserted into the slab after grading?

Even if it didn't have the spots, not pr70. NNC or whatever is what we would call a basement slabber, and they over grade pretty much everything.

NNC is like SGS - they grade everything pretty much MS70 or PR70
