I have this 5 cents certified ICCS ms-66 and I think this
a missing chrome variety !

(left ; 1944 ICCS ms-66 missing chrome ? right ; Normal 1944 ICCS ms-65)

Sorry but..Its very hard to tell from the pictures, the lighting is off and your shooting through plastic which makes it hard to see. First be sure you see no tinge of blue what so ever on the coin in question. When I do find one in a roll I slide the roll out on to the desk and I can see the different color rim right away then I inspect it further by comparing it to my other No chromes and chromes. It takes a bit of practice to be sure.

Might I add you may also find partial chromes

Someone on this forum posted that ICCS no longer certifies "No Chrome" as they fear many are garage jobs. If this is true, whether your coin is "no chrome" or not, is a moot point.
"Dipping" is not considered cleaning...

No chrome coins in MS are still sought after. ICCS got caught grading some circulated examples that were garage jobs. For this to effect the entire classification is ridicules! You can not remove the chrome on a MS example and not have it EASILY noticed even on circulated coins it is obvious. Again ICCS DROPS THE BALL and some believe it as fact. geesh

hard to tell. Send it to CCCS or PCGS and get it cross graded with the ICCS cert # and no chrome comment if it is no chrome.
