In person the obverse has more luster than the reverse, There is luster but I don't know if it has ever been slightly cleaned. Thoughts?

A coin with original surfaces should have cartwheel luster if it has any luster at all. Cleaned.

Thanks for the responses. The front does have decent cartwheel/radial luster, but I can agree that this coin was probably cleaned some amount in the past. What does that say about its value?

What that says about its value is slightly more than melt, since 1921 is an extremely common date.
By the way, that is not cartwheel/radial luster. A real cartwheel looks like this and rotates as your view changes.
