When you see a flat, shelf like secondary image that is the same on the date as the mint mark, it is a good indication that it is Mechanical Doubling. A doubled die will show both images the same height from the coins surface and have split serifs along with being rounded, not flat. The Mechanical Doubling won't always show on all devices as illustrated on this 1959-D example:
