This is an AU coin that has been netted down to XF40 by PCGS due to the "market acceptable" cleaning.
The standards for "market acceptable" are very, very broad for key dates and rare issues such as this one.

Bright doesn't necessarily mean cleaned and I'm not seeing any hairlines. What do you see that indicates cleaning?

Almost certainly dipped based on the spotting on the reverse and the completely even toning. This coin has enough circulation rub that toning should be present in some form or another. The overall appearance of the coin's tone is too even for an XF40. That is why I am thinking that this is an AU netted down to XF40 on market acceptability. Dipping is more market acceptable than abrasive cleaning.

 an over dipped coin, has "that look" about it.

Dipped once, dipped twice, but not over-dipped according to PCGS.

There is a fine line between "dipped" and "cleaned". I think this one is over the top and in the cleaned category. Seems who ever submitted this one got preferential treatment.

This coin might have been lightly cleaned a long time ago by somebody who knew what they were doing. as far as dipping, yeah, possibly once.

I agree. Market acceptable...... maybe. Attractive........ no. I've seen this on common coins as well. Preferential treatment is what I'm guessing also.

I think the coin as a rare date may have had preferential treatment, not necessarily the submitter.

I've seen much more objectionable examples of cleaned coins in PCGS and NGC slabs. This one is not original but if it were in my collection I think I could live with the shame!
