You can see the same effect to a somewhat lesser degree on quite a few of the 1949 dies.
The rim on the Obverses seems to be narrower than the rim on the Reverses... are the Obverse dies wider?

As DEVLEC speculates then a little bit of die misalignment could cause the it.

DEVLEC.. is that a 2x or 4x HP?

Nice coin... for an embossed ICCS my guess is that they may have graded it a '62

The first pics showed a near gem, but after you adding the new pictures in different lighting, i'd say a 63

I guessed MS-63 also, but I suspect ICCS gave it a 65.

Thanks for all of the help here.

There is no 2x HP that I can see.

I harsh sunlight blast does pick up and magnify all contacts..and frosting etc. It was in a bag that traveled around bumping along and dumped on a floor and sorted through to finally get to a cashiers till.. That's why so many bigger coins have those big bag marks..

It is beautiful when held in hand and ICCS's as a 63. way back when..
...and it does look a lot like the earlier first pics when in hand.

Nice to now know all of the specifics about that hoof and the 9/9/9 and 4/4 designation.. thanks to pginrh and 'the others' nice comments on it..
