Not really a enforceable copyright issue but why would the RCM care? They sold the bullion. What anyone does with it in Germany is their business. The Currency Act is moot in other nations. Many Canadian currency coins have been quite legally melted in the US and elsewhere.

SML have nominal dollar values anyway. In practical terms, no one is spending a 1oz silver coin for $5 when silver is around $20 an ounce.

When I pull out of circulation any coin and use it for collection (otherwise than as currency) - it is illegal.

Just here this is the bullion, and seller has the "last Canadian penny coins in the world" (2012), plated silver and colored as province flags.

The USA has had third party colouring on quarters for a long time .Hockey, State Quarters, etc.
I dont think it should be ilegal, just the amount they pump out with nothing to stand buy in terms of mintages.
Like the burning maple leaf. They made 500 in 2015. Now they are making another 500 but using a coin with a different year
So every year they will make 500.
Also the gilt 25th anniversary coin .First company made 525 they were hot
Now they are everywhere because people copied the gilt

Since the RCM doesn't seem to care about third party colouring, someone with air brush talent could make a killing on these types of enhancements. Although this coin looks nice it's a 30.00 coin with 70.00 paint and box, also a worthless coa.
