I hate the feeling that once someone says the answer it is going to be a bit of a duh moment... but will keep trying!

Rereading some of the hints I've given you all may help stimulate more questions!

I will answer all questions.

I could be very wrong, but was this code used in a war? Don't want to give away too much if I'm on the right track.

This code was not invented to be used in a war. It was/is used in both war and peacetime.

I'm not 100% sure what you're asking so I will answer what I think you're asking!!

The 5 character groupings I have listed in the original (first) post do not pertain to the individual letters or words. They are just that, groupings of 5 characters. For example:

Hint #4: The grouping for the first letter is B.

Hint #5: The grouping for the first word is: BEATZU

But, the first word isn't necessarily 6 letters long, correct?

Because there are 69 encoded letters (in 13 groups of 5 & 1 group of 4), that make 32 decoded letters, that make 9 total words. I following it correctly, right?

That's part 2 of our answer. We have to give the coding mechanism also.

He will answer all questions, but not right away. He will verify the coding mechanism as soon as someone gets it:)
