My last PCGS return was in a long medium flat rate box and it only had 1 blue box in it so tons of "free space" when the mailman delivered it it had a huge hole in the face of the box almost big enough for the blue box to fit through if it wasn't so long BUT just big enough for fingers to manipulate through. I promptly opened it before signing and the blue box and coins were intact. That was a couple K worth of coins and for a few seconds my heart was pounding. I bet it was just a mechanical hit or other box going through the cardboard due to the amount of void space.

I'm with Bob Levi on your situation. Friction should have kept that bill in place without the cardboard falling out too so I'm thinking a mechanical damage then theft. The damage "opened the door" so to speak for the theft to occur.

Hope it all works out celtic and I applaud you for giving him the chance to work it out. It should show the true character of this particular seller

I don't think they should. Once it was signed for the post office is off the hook, you have accepted it as delivered. When accepting a package you really need to examine the outside of the package before signing for it and if there is any damage bring it to the postmans attention BEFORE signing so you have a witness that it was damaged before it was received.

I used to do that when I had carpets delivered (had a carpet shop) If the wrapped carpet showed exterior damage when it was delivered I would have the delivery driver note the damage on the shipping invoice.

To close the loop on this, I was able to work with the seller and we resolved this in a mutually beneficial fashion. I received my follow-up package today and it was in tact.

Here are my treasures, 2.5 months after I initially purchased them. It was a long time in coming but I'm just glad they finally came!

Suggestions-On-How-To-Resolve-Postal-Theft?

I won't hesitate to do business again with this ebay seller. If anyone wants to know who it is, let me know.

Well I had a similar problem getting coins from the mint. I received a box that was sealed but had nothing in it. I took it back to the post office after I had opened it (next day). I spoke to the postmaster and told him what happened. I then called the mint and was issued a replacement at no cost after giving him my information about the post office and have never had a trouble since. This happened probably about 5 years ago.
