I know this can't be a RPM, but it doesn't look like PMD to me. Is it a plating error? I'm too new at looking at errors/varieties to completely understand all of the causes.

Yes, it is a combo of plating issue and worn out die.

When the plating gets, split, the zinc is exposed and starts to breakdown. Happened a lot in the 1980's zincolns.

I've seemed to come across this a lot in my short time in this hobby of error searching and I started calling it zinc cancer. Maybe I've "coined" a new phrase.
