My hunch is that these were cleaned THEN framed in what they are now. Probably were sold in magazines or something along the lines of that. It appeals to people who aren't numismatists. They think cleaned coins are better, and look a lot "better" then they would look, not cleaned.
They appear to have been cleaned or polished,i enlarged the pics and on some of the design I could see dark tarnish in the corner of the leaves but just my opinion some times it is hard to tell with pictures.
