Not many hits, but some "haze" spots around I and S in FRANCAISE...

The later dates of this style across all denoms. (1/2, 1, and 2) are plentiful in high grade... basically the French equivalent of a 1963 Roosevelt or Washington:

Call 'em up and ask for the grading sheets, see what they say. Might be worth busting it out of the slab and re-submitting, if you can stand the expense.

Maybe they're just reserving the upper grades for toned pieces or something they think they can justify. Looks like a good MS 65 to me.
