The coin has strong luster for a AU50. You have a good chance on a crack-out for a AU55. The breast feathers may hold it back from going to 58.

If you are sure that some of the marks that we see are actually on the holder, it may be worth a crack out and to go for perhaps AU55, with a re grade.
Old holder may mean lots of time for an accumulation of marks on the holder.

As the years go by, there is always at least some slight pressure on the TPGraders to treat a coin favourably, so that more business can be attracted. That is behind my thoughts in this case.
