Looks like it took damage from a lathe or some similarly destructive rotating machine-o-pain, but I'm new too... so don't take my word

It may have been Struck Through Grease in the words UNITED STATES OF, but that's very common. Most of what you're looking at is PSD.

I agree ... What ever caused that crop circle on the obverse of
that quarter ... Happened after the minting process.
