I think perhaps these might be different generations of strikes from the same modern dies. There are just too many similarities to discount. Note, for example, the small line projecting downward from the chin of the obverse portrait. Even by itself that is enough to tie these two together. It's likely a small die break or some other oddity of the die.
Anyway, that's my take. Curious to hear from others.
The logic works in your theory, and tend to lean that way as well, but I'd love to know diffinitively one way or another. Do you think I should just send it off and see what it comes back as?
