Is this an error?

I've never seen a cent (or any other coin for that matter) thathat the proof rims but isn't a proof.

There were some I found in the late 1997-2000 era that had thicker rims. You could feel that when holding them, even through a 2X2. But the setup rim was raised higher during that process. No premium for these though.
