Wow. Most of the specks look like lint but not sure. There is no way to grade PR70DCAM without the coin in hand so I am going to say PF69DCAM.

PR70DCAM, granted lintmarks don't detract from proof grade. Unless there's a big gouge in the edge I don't know about.
