This "Disc" is ever so slightly raised above the field.

My first thought about it was that it is a drop of glue or something like that. It has had a lengthy soak in acetone and a lengthy soak in xylol. It was completely unaffected by the soaks.

So now I am thinking it may be a retained struck through. I am out of ideas and would appreciate any help!

Interesting, the line clearly goes through the N, but not clear as it goes through the O. My guess is planchet flaw, I'll have some popcorn and wait for experts!

What if there used to be a drop of glue there, since removed, and dirt is marking the previous boundary?

gymcoach has the right idea. I think there might have been some adhesive on there. Unless you tell us the circular area in question is raised, this is probably the correct diagnosis.

My thought is that there was glue, sticker or something there as well that prevented some circulation? Notice the bottom right of the 'N' in "ONE" looks more worn? It's hard to tell if it worn or grease on the 'N' without seeing the rest of the coin.

Looks like a stain from what I can see.
