1929 Canada Cent - High/Low 9? Any Guesses On Grade?

Does this look like a high 9 or a low 9? And any guesses on grade? I thought maybe it's a low MS red/brown, but Canada grading is a little more tougher than US coin grading. Thank you everyone!
